All-Abilities Playground Planning Report
The Regional All-Abilities Playground planning initiative marks a significant step forward in the City of El Paso’s mission to create inclusive and accessible recreational spaces for our community. Funded by the 2022 Community Progress Bond, this project will bring a state-of-the-art, themed playground to Lomaland Park, ensuring individuals of all ages and abilities have a space to play, explore, and connect.
The 7-month planning process is now complete, and the City has finalized the planning report and recommendations for the playground’s programming, theme, and site selection.

Hello!
In November 2022, El Paso voters approved on The Community Progress Bond Proposition B: Parks & Recreation Facilities, which included a new, regional, community All-Abilities Playground for children of all abilities to play, learn and grow together.
The All-Abilities Playground planning initiative will explore programming, theme of the playground, and site selection. The project aims to create an All-Abilities Playground that caters to the diverse needs of the community, prioritizing an environment of inclusion where children of multiple abilities can come together.
What is an Inclusive Playground?
An inclusive playground is a recreational space designed to accommodate and engage individuals of all abilities and ages. The primary objective of an inclusive playground is to create an environment where everyone, including individuals with physical, cognitive, sensory and social challenges, can play and interact together in an equitable and enjoyable manner.
What’s Next…
Over the past months, our team has actively engaged with the community, gathered valuable input, and incorporated your feedback into our planning efforts. In July 2024, we successfully concluded the engagement phase and presented the final report to City Council for approval, marking a key milestone in the project.
With Council approval secured, we are now moving forward with the next steps in the process—initiating the solicitation for the RFQ. This critical phase will set the foundation for selecting the right team to bring the project vision to life.
We are excited to see this project take the next step toward realization! With the engagement phase completed and City Council approval secured in 2024, we are now preparing to initiate the RFQ process in 2025.

What does All Abilities mean to you, and El Paso?
Selected Site Location
The City of El Paso is developing a state-of-the-art, themed All-Abilities Playground at Lomaland Park, designed to provide an inclusive and engaging play space for individuals of all ages and abilities. Funded by the 2022 Community Progress Bond, this project reflects the city’s commitment to accessibility, community wellness, and innovative play design.
The site selection process was thorough and data-driven. The City conducted a comprehensive review of all city-owned parcels, using GIS analysis and a SWOT assessment to ensure the selected location met key criteria, including accessibility, connectivity, and long-term sustainability.

A Commitment to Inclusivity
Understanding the spatial distribution of these playgrounds can facilitate better accessibility planning, community engagement, and resource allocation. The map not only serves as a guide for families seeking inclusive recreational options but also highlights our dedication to creating an environment where everyone, regardless of ability, can enjoy the benefits of play and social interaction.
Within the city limits, 5 of these playgrounds have been strategically placed to ensure accessibility for residents. Additionally, 3 more playgrounds are located in the county, extending the reach of inclusive recreation beyond the city borders.

Focus Groups Meetings
Intent…
As part of our collaborative effort, a series of focus meetings will be conducted to gather input, insights, and opinions from diverse perspectives, local advocacy groups, parents/caregivers of children with different abilities, nonprofit organizations, educators and therapists to make informed decisions and achieve a shared understanding of the project. Focus group meetings serve as a valuable tool during the engagement phase, by facilitating in-depth discussions, capturing diverse perspectives, and generating qualitative data.
Having focus group meetings for the All-Abilities Playground pre-design programming benefited the project in several ways:
Gathered Diverse Input: Engaged with various stakeholders, including parents, caregivers, community members, and professionals, to ensure the design meets the needs of all users.
Identified Key Features: Helped prioritize features like accessibility, sensory play, and safety, ensuring the playground addresses diverse abilities.
Built Community Support: Fostered community involvement and buy-in, ensuring the project aligns with community values and expectations.
Enhanced Collaboration: Provided opportunities for collaboration between different city departments and external experts to refine the programmatic goals.
Ensured Inclusive Design: Promoted a more inclusive design by identifying barriers and ensuring that the playground accommodates a wide range of physical and cognitive abilities.
Created a Sense of Ownership: Engaged the community, leading to a sense of ownership and pride in the project, which can contribute to its long-term success.
Refined Design Ideas: Allowed for feedback on preliminary ideas, helping refine and improve the overall vision before moving forward with the design phase.
